Interesting initiative! Have you looked into the Duniter.org crypto-currency and their use of the web of trust to create trusted identities in a decentralized manner? https://duniter.org/en/

They use this protocol specifically to implement a type of UBI. I really suggest you look into it as it holds much promise for the future, once the current financial/economic system collapses.. :-)
